In order to truly determine Chief Lieb's due diligence, we pulled his emails to alternate vendor Modern Media Tech, LLC
Someone pointed out that it wasn’t possible to determine Chief Lieb’s due diligence in selecting alternate vendors for the surveillance cameras on the square from one email. Although the tone of the email is telling, we thought that was fair. We filed a FOIA request to see his communications with the other vendor he offered up for the Feb 3rd city council vote, Modern Media Tech, LLC.
Both FOIA requests span the period of November 2025 through February 2026. Everything is sourced, but you absolutely should be doing your own research.

“I fully believe that a decision will be made at tomorrow night’s Council meeting. As demanded by Council, they wanted options, so we are presenting them with the Flock lease option and the Verkada purchase option. Happy Groundhog Day. I wanted you to know that the City Council is considering the Square Security Camera project at tomorrow’s Council meeting. Both the MMT/Verkada proposal and Flock’s proposal are being considered. Some of the community have, again, made comments on social media in regard to their thoughts. The regional Flock representative is going to be at the meeting to provide input about the Flock system. I wanted to see if you were interested in attending the meeting to represent the MMT proposal.

Flock Safety - 24 emails
City staff is already reaching out and researching the answers. As you read, we need to wait until next week to see if the Mayor wants to pick up this (unnecessary) political storm. If he does, we’ll keep you in the loop to make sure our information is accurate.
Not sure if it would hurt or help our cause at the moment, so just asking in advance: If we are able to get this back on the Council agenda, is it possible to have a Flock rep in the room to counter any of the lies being told?
Good morning. The Mayor has advised that he would like the Flock Security Cameras placed on the December 2nd agenda; the meeting starts at 7p at the Woodstock City Hall (121 W. Calhoun St.). Are we able to have a Flock rep at the meeting? Please be forewarned, the meeting will likely get spicy.
Absolutely. Three questions (I think I have more) that we will need to be prepared for are:
1. What does Flock do to ensure the camera data is secure from being hacked by an outside unauthorized source?
2. What does Flock do to prevent a Flock employee going into Woodstock’s database and view/take/use/sell it?
3. Do the cameras have facial recognition enabled to where we (WPD) will be able to track specific people?
Just to be clear, these are not my questions. But the contingent that showed up a week ago was asking these types of questions. On that, 95% of the comments/questions last week were related to the LPRs, but I could not steer them away from that when the only thing Council was supposed to consider was the agenda item of security cameras ... not LPRs. But LPRs will most certtinly bleed into the conversation on the 2nd.

Good afternoon. One more follow-up, and that is that whoever attends will need to have the working knowledge of how the data from the ALPRs and the security cameras interface. To say it another way, if an outside source gains access to the LPR data, does that also give them access to the security camera data?

As requested, here are the informational slides that we saw during the online forum with Flock Safety CEO Garrett Langley. I believe your intent is to get these to all of the Council members for their consideration.
Also, as you can see in the email below, Flock Safety rep Dan Murdock (cc’d on this email) is available to virtually meet with any/all of our Council members.

Chief Lieb responds to an email from Flock SVP of Customer Service Chris Colwell announcing a webinar with Garrett Langley debunking “claims about Flock Safety”.
Hosting these meetings is a phenomenal concept. I want to let you know that I have already forwarded your email to my City Manager for his consideration. He will be the one who forwards this on to each of our Council members; this helps the CM know what communications city staff would like to pass on to Council.
